Chris,
Here is a PDF file that shows proof that the substitute
W-8 form works. The one I sent you and you posted on your site.
My wife has a new job using the W-8 and she gets her
whole pay check with no deductions for medicare, social
security, State withholding or federal withholding.
The ONLY deduction is state disability insurance.
You are free to post the PDF file to show people it works
if you know how to do it. The substitute W-8 is the key. If
you sign a w-4 form YOU authorized the employer to be a withholding
agent.
This method prevents the employee from acting as a
withholding agent in behalf of the government. Big step in
the right direction.
I will look forward to how they treat the reporting at
the end of the year.
